Quitting immediately at the start of the game is strictly forbidden. Whether you dont like your army or whatever. Now here we have [NiGhT]StaLkeR who chose tox vs air in army pick and exited the game immediatly as it started. No DC screen nothing. Just an outright surrender. This is not tolerated and if anybody does this they will receive a points penalty.

I guess you are mixing something.
When the armes are picked and someone accitdently looses connection right at the start, its no problem.
But when the armies were random, he gets a penalty.
